The Village of Skokie Finance / Collections Division is responsible for the collection of all revenues for the Village. The Collections Division administers programs which include water billing, vehicle licensing, pet licensing and parking enforcement.

The Collections Division is responsible for the issuance of water bills and the collection of revenues from those bills. The Village is divided into three billing districts each of which are billed on a regular quarterly basis.
Effective in October 2008 and continuing to approximately July 2009, the Village's water rate is $26.40 per 1000 cubic feet. Beginning with water billings in August 2008, the water rate will be increased in steps over a period of three months. For water bills issued in August 2008, the water rate will be $24.90. For water bills issued in September 2008, the water rate will be $22.65. Finally, the full new water rate of $26.40 will be charged for billings issued in October 2008 and thereafter. The step-in of the new $26.40 water rate recognizes the fact that water used up to the date of the Village Board’s approval of the new rate which is typically in mid-June must be billed at the previous rate of $24.15. The Village continues to have one of the least expensive water rates of area communities ranking as the second lowest rate of surveyed communities.
Vehicle Licensing
All vehicles registered with the State of Illinois to an address within the corporate limits of the Village of Skokie must display a valid Village sticker. This means that, even if the vehicle is not physically in Skokie, it must display a valid Village sticker. The address appearing in the Secretary of State's records for the vehicle is the criterion and the owner of record is responsible for obtaining the sticker.
Beginning June 1, 2002, passenger vehicle stickers purchased prior to August 31 of each year cost $20.00. After that date, the cost increases to $30.00. Vehicles other than passenger vehicles have different license fees. Please call 847/933-8423 to obtain the costs for your type of vehicle.
Generally, for vehicles that already display a valid Village vehicle sticker, annual renewal notices are mailed around June 1 which is the start of the annual licensing season which runs to August 31. The Collections Division is open from 8:30 to 5:00, Monday through Friday, and from 8:30 to 12:00 on Saturdays. Saturday hours are in effect from May 1 thru October 31.
Pet Licensing
All dogs and cats are required to be licensed by the Village of Skokie. To obtain a pet license, a current rabies immunization certificate must be presented for each animal along with a license application form. The cost for the animal license depends on if the animal is spayed/neutered or not. Beginning June 1, 2002, a license application accompanied by a Veterinarian's Statement attesting to the animal being spayed/neutered will cost $6. Without a Veterinarians Statement, the license cost is $12. The Collections Division will not call your Veterinarian for verbal affirmation so please bring all documents at the time you want to purchase the pet license.
The Village Code limits residents to one dog per single family apartment and two dogs per single family residence.
Parking Enforcement
The Village enforces parking regulations at Village owned parking meters and at the Dempster Street parking lots for the Skokie Swift. Meters will accept nickels, dimes or quarters.
The Village has two parking lots for the Skokie Swift. The south lot, which is contiguous to the Swift Station, requires a daily parking fee of $2.00. The north lot, located north of Dempster Street immediately across from the Swift Station, requires a daily parking fee of $1.50. Please put the appropriate fee in the box slot that corresponds to the parking space number where you parked your vehicle. The fee boxes are located in the Swift Station.
