4th of July Celebration
Celebrate the birthday of the USA with the 24th annual Skokie 4th of July Parade beginning at noon on July 4th on Oakton Street in Downtown Skokie. The parade takes place rain or shine.
The 4th of July Parade Committee, led by Fern Katz, has worked for months to bring top-rated bands to march in the community. Bring a lawn chair and a picnic lunch and join the crowds lining Oakton Street and Lincoln Avenue to view the parade.
The parade is followed by an evening of family festivities beginning at 7 p.m. with musical entertainment. End the evening with spectacular 4th of July fireworks (scheduled for dusk), on the grounds of Niles West High School, 5701 Oakton Street.
Parade sponsors include the Village of Skokie, Skokie Park District and Niles Township Government. The fireworks are sponsored by the Village of Skokie and the Skokie Park District.

Vehicle Stickers
All vehicles registered with the State of Illinois to a Village of Skokie address must display a valid Village vehicle sticker. Even if the vehicle is not physically in Skokie, it must display a Village sticker. The address appearing in the Illinois Secretary of State’s records for the vehicle is the criterion.
Households with vehicles that are currently registered with the Village will begin receiving renewal notices in June.
Beginning June 1, passenger vehicle stickers will be on sale at Village Hall. The Collections Division is open from 8:30 a.m. to 5 p.m., Monday through Friday, and from 8:30 a.m. to 12 p.m. on Saturdays. Saturday hours are effective from May 1 through October 31.
Stickers must be displayed on windshields by August 31. Stickers purchased prior to August 31 of each year cost $20. After that date, the cost increases to $30. Vehicles other than passenger vehicles have different license fees. Please call 847/933-8423 for further information on license fees for non-passenger vehicles.
Outdoor Warning Siren System Enhancement
Replacement of the Village’s outdoor warning siren system will be completed during the next few months, bringing improved warning coverage and system reliability. The system consists of five sirens and a siren control station at the Village Emergency Communications Center.
Thanks to the efforts of State Representative Louis Lang, the Village obtained a $100,000 grant from the State of Illinois to fund the siren system replacement program.
The warning siren system is used to advise residents to take specific actions. These actions include preparation for dangerous conditions and the announcement of snow removal phases. There are three distinguishable tones which follow the Federal Emergency Management Agency guidelines. The new warning sirens are strategically located within the Village, each having an effective range covering approximately a 1.25-mile radius. The sirens rotate for maximum coverage. Within the coverage area 70 decibels of warning signal is anticipated at outdoor locations.
These standardized signals alert the public and indicate actions to be taken in an emergency.
Attention or Alert Warning
During dangerous conditions such as tornadoes, sustained high winds, hazardous materials incidents or other major emergencies, the sirens will be activated using the Alert Warning. The siren warning system will be activated in the event of the following weather conditions:
1.A confirmed sighting of a tornado or funnel cloud aloft or reported within five miles of the Village with the possibility of a tornado moving into the Skokie area.
2.A confirmed report of severe winds (rapidly rotating wall cloud/microburst) causing structural damage within five miles of the Village of Skokie.
3.The issuance of a tornado warning by the National Weather Service indicating that the Village is in the direct path of an oncoming tornado.
4.The warning system will be re-sounded for a new, confirmed incident from a second storm cell that meets the activation criteria described above. Alternate-Side Parking Notice
This signal will be sounded for notice of Alternate-Side Parking during snow emergencies. The Village’s alternate side parking program is in effect from 8 a.m. to 6 p.m. seven days a week after two inches of snow accumulates on the pavement. The Alternate-Side parking alert will sound at the start of alternate side parking or 8 a.m. The siren also will sound at 6 p.m., alerting residents to move their vehicles to the opposite side of the street. As a reminder, the snow removal program is a minimum two-day operation.
On even days of the month after a two-inch snowfall, all vehicles must be moved to the side of the street with evennumbered addresses.
On odd days of the month after a two-inch snowfall, all vehicles must be moved to the side of the street with oddnumbered addresses.
Vehicles must be in these positions by 8 a.m. or are subject to parking violations and towing.
Attack Warning
The Attack Warning signal means a serious national emergency against the United States has been detected and that protective action should be taken immediately.
Per Federal guidelines, this signal will be used for no other purpose and will have no other meaning. Residents should go indoors immediately and turn on the radio or television to one of the Emergency Broadcast stations for essential emergency information and be prepared to move or evacuate if necessary.
If possible, contact should be made with friends, relatives, or to those elderly or invalid individuals from the immediate area who do not have the capability of seeking shelter on their own.
Skokie Does Not Use An “All-Clear” Signal
In Skokie, and in most other communities, an“all-clear” signal is NOT sent. That is why it is important to monitor local radio stations during times of emergency for further information.
Considerable confusion arises when trying to differentiate between signals when an“allclear”is used.
It is important that residents do not call 9-1-1 or other emergency numbers to simply find out why sirens are sounding. Doing this can overload 9-1-1 circuits that are for emergency calls only. Only call 9-1-1 in an actual emergency.
Plan Before An Emergency
Have an emergency plan ready. Designate a location for family members to meet and always keep the following items on hand: a flashlight, battery radio and fresh batteries.

Communicating During an Emergency

During emergencies the importance of communications systems becomes clear. The Village has an extensive network of communication avenues to employ during an emergency.

The municipal cable station provides both video and text information relating to the emergency and, when necessary, instructions of where to obtain further information.
Emergency Override
During a municipal emergency, the Police Department can override programming on Comcast cable channels and place a written crawl on all RCN channels.
Telephone Messaging
The Village’s high-speed telephone dialing system is designed to deliver a recorded emergency telephone message to Skokie residences and businesses. The system is flexible enough to target only certain households or it will dial the entire community over a several-day period.

CTA Yellow Line Safety - Never Touch the Third Rail!
In recent years, the CTA modernized the Yellow Line (Skokie Swift) by replacing overhead power that provided electricity for the trains with a third rail system. The third rail is placed about one foot above ground next to the running rails and carries power needed to move, light, heat and cool CTA trains.
Residents are reminded to never touch or make contact with the electrified third rail for any reason or under any circumstances. In order to be safe around CTA tracks, remember:
- Never touch or make contact with any CTA rail.
- Remain on the platform, away from the platform edge, at all times.
- If an object falls onto tracks, never attempt to retrieve it yourself. Ask a CTA employee for assistance or dial *1, at no charge, from any public phone on the platform.
- Never travel alongside the CTA railroad tracks for any reason.
- Never cycle on railroad tracks.
Cross the CTA tracks only at the street crossing and only when the gates are up and lights are not flashing

Home Improvements Program
If you are a Skokie homeowner you may be eligible to receive financial assistance to improve your home. The goal of this program is to assist low-and moderate-income households to maintain the quality of their homes and reduce home energy consumption. Added program benefits include increased year-round comfort, lower utility bills and increased property value.
Qualified, low-income households are eligible to receive grants from the Village of up to $8,000 for eligible housing improvements. Qualified moderate-income households are eligible to receive no-interest loans from participating banks with the entire interest subsidized by the Village. The maximum loan amount for which the Village will provide an interest subsidy is $8,000. The Village of Skokie makes the grants and interest subsidies to homeowners using Community Development Block Grant funds.
To become eligible for this program, you must own and reside in a single-family house, townhouse, two-flat, condominium or cooperative and meet income limits set by the Federal Government.
Home improvements eligible under the program include most weatherization work, roof repairs or replacement, tuckpointing, exterior painting, window replacement, furnace repair or replacement and major structural repairs.
As part of the program’s requirements, participating households receive a free inspection by the Village Property Standards Division.
Normal home maintenance or decorating procedures such as interior painting, carpeting, and kitchen remodeling or decorating are ineligible under the program.
Local banks participating in the loan portion of this program include Cole-Taylor Bank and First American Bank. These institutions make loans to qualified homeowners and the Village pays the interest.

The Village of Skokie, in conjunction with the Illinois Housing Development Authority (IHDA), encourages low- and moderate-income, first-time home buyers to apply for participation in a housing assistance program. The program is operated by IHDA and offers special financial incentives to make purchasing a home in Skokie more affordable. Three options address the individual needs of first time homebuyers.
The first option is the H.E.L.P. Program that provides qualified home buyers with a 4.25 percent grant of the purchase price. Three percent of the home’s purchase price can be applied to reduce the buyer’s down payment amount and 1.25 percent can be used to reduce mortgage closing costs. 
The second option is the IHDA mortgage program that provides 30-year, fixed-rate financing through approved local lenders at rates typically .25 to .50 percent below conventional
interest rates.
The third option is the I-Loan certificate program. This option provides a dollar-for-dollar tax credit on the buyer's income tax return of 25 percent of the annual interest paid on the life of the mortgage. This credit results in greater mortgage capacity because the homebuyer effectively has more income to put toward the purchase. The balance of the interest paid on the mortgage is tax deductible.
All of these programs have income limits and maximum purchase price restrictions. The household income limits for first-time buyers in Skokie are $72,400 for a household of one or two persons, or $83,260 for a household of three or more persons. The maximum purchase price for a singleunit residence is $325,890. Buildings of two, three and four units can be purchased with maximum prices of $367,060, $445,960 and $514,570, respectively. Home buyers must reside in the building that is purchased.

Spotlight On: Community Development Department
This is the second article in a six-part series commemorating the 50th Anniversary of the Council-Manager form of government in Skokie and the professionalism of Village departments and divisions.
The Community Department, led by Director Peter Peyer, includes the Building and Zoning, Planning, Economic Development and Property Standards Divisions. The Community Development Department provides "one-stop-shopping" for the Village's development needs. Peyer and his staff assure buildings are safe by reviewing plans, preparing permits for new construction and renovations and enforcing maintenance standards. They also oversee zoning, promote longrange planning and economic development, administer Community Development Block Grant (CDBG) projects, and provide staff support to the Appearance Commission, Consumer Affairs Commission, Plan Commission and Zoning Board of Appeals.
Planning Division
The Planning Division works to ensure that each Village zoning district has allowable uses that are either permitted uses or special uses. Zoning refers to regulations and a map that determine how land in Skokie may be used or developed such as the types and locations of residential, commercial, and industrial uses and buildings, off-street parking and loading and landscaping requirements. Permitted uses are explicitly allowed in a zone, such as single-family homes in an R1 Single-Family district or bookstores in a B3 Business district. Special uses are allowed in a zone only after public hearings and Village Board approval.
With the aid of Planning Supervisor Steve Marciani, Peyer and the Planning staff act as liaisons to the Plan Commission. It is the Plan Commission’s responsibility to maintain the Zoning Chapter of the Village Code and the Comprehensive Plan as effective planning tools. This Commission reviews requests for Zoning Chapter amendments, property rezonings, the vacation of public streets and alleys, special use permits, planned developments and other matters related to land use.
Peyer has a Bachelor of Science in Urban and Regional Planning from Iowa State University and a Master of Urban Planning from the University of Illinois at Champaign. Peyer joined the Village as a planner in 1979 and was promoted from Planning Supervisor to Community Development Director when the Planning and Building Departments were combined. Peyer is also a charter member of the American Institute of Certified Planners and ex officio to the Plan Commission.
Marciani has a B.S. in Finance, a B.A. in Urban Planning and a
Master of Urban Planning from the University of Illinois at Champaign. Marciani is also a member of the American Planning Association and has certification with the American Institute of Certified Planners.
Building and Zoning Division
The Building and Zoning Division issues permits for and provides inspections of all construction in the Village of Skokie. Permits are required by Village Code and ensure the protection of public health, safety and welfare. A building permit is required when a project involves new construction or a building addition. Building and Zoning staff, including Deputy Director of Community Development Wayne Hanson and Building and Zoning Division Supervisor Nathan Kriska, work to ensure that projects are constructed safely and in compliance with Village Code. Hanson and Kriska, with the aid of the Planning Division, also regulate the density and intensity of developments. The Building and Zoning Division also licenses businesses, issues Certificates of Occupancy and provides information on home-based businesses. The Building and Zoning staff also act as staff liaisons to the Appearance Commission.
The Appearance Commission was established to encourage and promote acceptability, attractiveness, innovation, cohesiveness and compatibility of new buildings, developments, exterior remodeling and additions and signs and landscaping in Skokie. The Zoning Board of Appeals deals with various issues that do not meet the standards of the Village’s Zoning Ordinances.
Hanson has a Bachelor of Architecture from the University of Illinois at Champaign and is a licensed Architect with the State of Illinois. He is a member of the Association of Registered Architects and is an ex officio member of the Zoning Board of Appeals.
Kriska has a Bachelor of Architecture in Design from the University of Illinois at Chicago and is a licensed Architect in the States of Illinois and Arizona. Kriska also has professional affiliations with the Building Officials & Code Administrators and the Association of Licensed Architects (ALA) and is past Board of Director/Chairman of Centre East.
Property Standards Division
The Property Standards Division, led by Terry Oline, performs periodic interior inspections of all residential multi-family buildings, exterior inspections of all commercial and industrial buildings, administers the Village's Home Improvements and Graffiti Removal programs and conducts exterior inspections of single-family structures.
The Village also implemented an inspection program in the commercial and industrial districts. Through enforcement of the adopted 2003 International Property Maintenance Code and the Village Code, Oline and his staff seek to preserve the quality of the Village neighborhoods, protect each building owner's investment and insure the well-being of the building's occupants.
Oline has an Associates Degree in Code Enforcement, a B.S. in Management, is Certified in Property Maintenance by the International Code Council (ICC) and is a member of the International Association of Code Enforcement (IACE). Oline also acts as the Staff Liaison to the Consumer Affairs Commission.
This Commission is responsible for educating the community on consumer matters and coordinating the Skokie Farmers’ Market. For information on the Farmers’ Market, please see page eight.
Economic Development Division
The Economic Development Division works to maintain and enhance the local economy. The Village is actively pursuing efforts to expand the local tax base and increase employment opportunities in the Village.
Led by Thomas L. Thompson , Economic Development and Community Development Block Grant Coordinator, this Division coordinates special redevelopment programs, markets available properties and development opportunities, manages tax increment financing districts (TIF) and other development projects and disseminates economic data to developers, businesses, citizens and other interested parties.
Thompson works directly with the Village’s Corporation Counsel, Village Manager and Community Development staff to provide thoughtful planning regarding Skokie’s thriving retail, industrial and professional centers. Community economic development efforts have resulted in new hotels, state-of-the-art research laboratories, an 18-screen theatre/retail complex, major fitness centers, new retail and residential developments, corporate expansions and most recently, Skokie’s Downtown redevelopment initiatives. The Economic Development Division was also instrumental in the opening of Downtown Skokie’s Illinois Science + Technology Park.
Thompson also administers over $600,000 of Federal grant opportunities annually for projects and programs that benefit low-income Skokie residents through the CDBG. Please see page four for more information on these programs.
Thompson has a B.A. from Northern Illinois University, a Master of Social Work from Washington University in St. Louis and a Master of Urban Planning and Policy from the University of Illinois at Chicago . Thompson also is a member of the International Economic Development Council.

The Board approved an Intergovernmental Agreement between the Village of Skokie and the Village of Morton Grove for street resurfacing on Linder Avenue between Church Street and Emerson Street and on Main Street between Linder Avenue and Gross Point Road.
The Board proclaimed April 16, 2007 as “Council-Manager Government Day.” The proclamation was one of the initiatives prepared by the Anniversary Committee commemorating the 50th Anniversary of the Council-Manager form of government in Skokie. The proclamation is on display in Village Hall.
The Board approved a contract for landscaping maintenance services on West Dempster Street. The West Dempster Streetscape Project, which extends from the Edens Expressway east to Kilpatrick Avenue, was completed during Fiscal Year 2007 and has greatly enhanced the appearance of this commercial corridor with improved median landscaping, landscaped beds, brick pavers, street furniture, ornamental street lighting, banners and ornamental flower baskets. The contract will provide the requisite scheduled maintenance of these areas.
The Board approved a contract for the installation of 13 residential street lights on Laramie Avenue and East Frontage Road. The project is budgeted in the Fiscal Year 2007 Capital Improvement Fund.
The Village Board approved an ordinance establishing a 0.1% fee for all building permits for which the value of construction exceeds $10,000. The fee will provide funds for public art in Downtown Skokie. The Mayor, with the consent of the Village Board, will appoint a five-person committee to approve art purchases as funds become available.
The Board heard a commendation presentation by Fire Chief Ralph Czerwinski to Jean Policape who saved a man’s life on December 26, 2006 by pulling him from a burning building in Skokie. At an earlier date Policape also was honored by the State Fire Marshal’s Office for his heroic act.
The Board heard a presentation by the Independent Merchants Association of Downtown Skokie (IMODS) and the Skokie Park District regarding a special event, including carnival rides, food and drink vendors and live music in Downtown Skokie for Friday through Sunday, August 24 to 26, 2007. The Board approved the event which would require the closure of Oakton Street between Lincoln Avenue and Laramie Street and take place in the Village parking lots north of Oakton Street, on Oakton Street between Lincoln Avenue and Laramie Street, and in the Village Hall and Village Green/Library Parking lots south of Oakton Street
The Skokie Village Board meets on the first and third Mondays of each month, except in the case of a holiday. Meetings begin at 8 p.m. in the Council Chambers of Skokie Village Hall, 5127 Oakton Street.

Skokie Health Department Wants Your Input
The Skokie Health Department will conduct a comprehensive community assessment this summer to determine the health needs of Village residents. The results of this assessment will help the department modify existing programs, if necessary, and plan for the next five years. This is part of the Illinois Project for Local Assessment of Needs or IPLAN, and is one of numerous requirements the Health Department must meet to maintain its certification by the Illinois Department of Public Health. The Skokie Health Department is currently one of only seven certified municipal health departments in the state.
The Health Department will use information generated from statistical data, surveys of individuals, surveys of community groups, and input from a community assessment committee to help establish the health needs of Skokie residents. The Health Department is currently looking for representatives from community groups to serve on the assessment committee.
The opinions of community groups and individuals are very important to this process and will be used to help develop the comprehensive plan. Surveys will be mailed to community groups in June and surveys for individuals will be available at Health Department clinics or by calling the department to request one by mail.

Stop Smoking Clinic
The Skokie Health Department, in conjunction with the Evanston Health Department, is offering a stop-smoking clinic. It is free of charge for anyone who lives or works in either of the two communities.
The clinic begins on Tuesday, June 12 at 7 p.m. It will also meet on June 13, 14, 15, 18 and 25. This clinic will be held at Skokie Village Hall, 5127 Oakton Street.
Mr. Joel Spitzer will conduct the clinic. Spitzer has over 30 years of experience in the development and implementation of smoking cessation programs and prevention programs in this area. He has conducted stop-smoking clinics with over 4,500 participants. He also has presented educational seminars on smoking prevention to more than 92,000 children and adults.

Men: Taking Care of Yourself
No matter how much you know about men’s health, there’s always room to know more about ways to a better lifestyle, the top men’s health concerns, and the importance of getting medical care and regular screening tests.
Men can contact the Skokie Health Department to schedule an appointment for a special screening clinic to be held on June 18 and 19. The screening tests include blood pressure, total cholesterol, diabetes, colorectal cancer and hearing.
These screenings are available free of charge to Skokie residents up to the capacity of the clinic. Proof of residency is required.

Medication Disposal
From now until August 31, the Skokie Health Department offers a Medication/Sharps Disposal program for Skokie residents. The Village is working with the Solid Waste Agency of Northern Cook County (SWANCC) to keep dangerous unused medications and used needles (“sharps”) away from children, out of water supplies and landfills and to protect children, adults and pets from dangerous needle-stick injuries.
Now through August 31, please bring unused medications to the Skokie Health Department, Monday through Friday, 8:30 a.m. to 5 p.m. Keep the label on the containers for medicine identification and for proper handling. Used needles and syringes should be in a rigid, tightly sealed container, such as a laundry detergent bottle. Tape the lid with heavy tape and identify the contents with a permanent marker. The Health Department can also provide a one quart sharps container upon request.
This program is for household medicines and sharps only. Wastes generated at schools, businesses and hospitals cannot be accepted.

Skokie seniors who do not own a cell phone can be part of the free 9-1-1 cell phone program by registering at the Smith Center or by calling 847/933-8208.

Skokie Farmers’ Market
Skokie’s “Best on the North Shore” Farmers’ Market, celebrating 30 years of operation, presents farmers and vendors from five Midwestern states: Illinois, Indiana, Iowa, Michigan and Wisconsin.
The Skokie Farmers’ Market is open from 7:30 a.m. until 12:45 p.m. beginning the last Sunday in June through the last Sunday in October. For the best selection, arrive when the market opens.

The Village of Skokie Traffic Safety Commission sponsored its first Traffic Safety Poster Contest for fourth and fifth grades at Skokie elementary schools. The poster theme was Seat Belt Safety, held to coincide with National Click-It or Ticket Week, May 21, 2007. Posters were judged for their artistry, creativity, originality and their ability to communicate a clear and positive message regarding seat belt usage safety.

Annual Property Owners’ Award
The Village of Skokie Beautification and Improvement Commission invites all property* owners to participate in the annual Property Owners’ Certificate of Appreciation Award. Please return signed ballots by Wednesday, August 1, 2007 . *Property may include a home, business, condominium, school, church or synagogue.
Rules
• Please submit photograph(s) of the front of the property. If the property is on a corner lot, the side landscape may also be included.
• Process all photographs as duplicates and place inside a mailing envelope.
• On the face of the envelope, print or type the following: name, address of property owner (renter if applicable) and phone number.
• Inside the envelope, write the property owner’s name(s) as it should appear on the certificate. (For example: Mr. and Mrs. Joseph Smith.) Please also include the property owner(s) address, phone number and the authorization form found below.
• Ballots must be received by August 1, 2007.
AUTHORIZATION TO USE PHOTOGRAPHS FOR PUBLICITY AND PROMOTION:
I grant permission to the Beautification and Improvement Commission of the Village of Skokie to use the enclosed photograph(s) or to re-photograph my property for the purpose of entering the property in the Annual Property Owners’ Award Program. 2006 National Citizen Survey
By the Numbers
In late summer 2006 the Village conducted a citizen survey through the National Research Center in Boulder, Colorado. Following is some of the data from the survey results relative to community participation:
• 90% of respondents said that they or someone in their household read NewSkokie, the Village newsletter, at least once during the past year.
• 12% said they attended a Village Board meeting during the past year.
• 30% reported watching a Village Board meeting on cable television during the past year.
• 96% of those surveyed report visiting Downtown Skokie at least once in the past year.
