Special Operations 

Special Operations is comprised of the Tactical Mission Team and Traffic Unit.  Special Operations is a component of the Field Operations and under the command of Commander Brian Baker.   

TACTICAL MISSION TEAM 
The Skokie Police Department - Tactical Mission Team is supervised by Sergeant Robert Libit .  During 2003, the Tactical Mission Team was created to investigate criminal intelligence information received by the Department and identified crime trends and patterns.   

Many of the assignments that the Tactical Mission Team tackles are for issues such as residential and auto burglaries, youth problems and narcotics tips. Since 2003, the Tactical Mission Team made arrests for a wide variety of offenses including robbery, burglary, theft, disorderly conduct, weapons and narcotics offenses. Highlights of Tactical Mission Team activities include recovery or seizure of stolen property and varying amounts of narcotics as well as firearms and U.S. Currency.  The Team provides assistance to the Investigations Division, Uniform Patrol Division, and other law enforcement agencies.  The Tactical Mission Team also devotes time to suppression of gang activity, directed patrol of Skokie Park District locations, and development of information regarding other criminal activities.  The conscientiousness and diligence of each member of the Team contributes greatly to the successful conclusion of their assignments. 

TRAFFIC UNIT  
The Skokie Police Department - Traffic Unit is supervised by Sergeant
David Pawlak .  The Traffic Unit is responsible for planning, analyzing and coordinating of the Department’s police traffic services.  Through these activities, the highly active and responsive Traffic Unit seeks to reduce the occurrence and severity of motor vehicle crashes in the Village of Skokie.   Traffic Unit Goals and Objectives:

  • To encourage traffic safety through education, enforcement and coordinated activities with the Village of Skokie Traffic Engineering Department. To identify high traffic crash locations, analyze data and apply problem-solving mechanisms to resolve traffic problems. To augment traffic safety in the Village of Skokie by reducing both the incidence and severity of traffic crashes. To actively investigate citizen complaints and enforce appropriate traffic laws and regulations. To aggressively pursue the investigation of illegal activities detected as a result of traffic stops. To act as public speakers, instructors, or representatives of the Department through public appearances at special events, when requested. To investigate hit and run traffic crashes.
  • To increase DUI enforcement efforts.

Traffic Safety Goals and Objectives are pursued through traditional traffic safety events, including, but not limited to: 

  • Selective Traffic Offense Program Selective Traffic Enforcement Program Hot Spot/Traffic Concern Program Participation in overweight truck enforcement Traffic safety proclamations Seat belt safety programs Participation in State and National traffic safety programs
  • Traffic safety programs directed at youths

The Traffic Unit analyzes traffic crash data to identify problem areas and formulate solutions by working closely with the Village of Skokie - Traffic Engineering Department.   The Traffic Unit responds to citizen complaints related to traffic issues.  To accomplish these objectives, Traffic Unit members typically distribute traffic safety pamphlets, utilize both marked and unmarked police vehicles equipped with stationary and moving radar units, and recommend locations for placement of speed monitoring radar trailers as speed calming measure, and recommend signage changes.  Speed monitoring radar trailers are used in areas where citizen complaints are high due to traffic problems regarding speeding.  The intent of speed monitoring radar trailers are to help educate motorists and gain voluntary compliance with traffic laws.  Afterward, officers may be assigned to these areas to enforce traffic violations through enforcement techniques. 

The Skokie Police Department - Traffic Unit gives attention to neighborhood traffic complaints to further improve the quality of life in neighborhoods with respect to traffic safety through a combination of increased police visibility, educational tools, and actual selective traffic enforcement through the issuance of citations or warnings.  The Skokie Police Department's Traffic Unit conducts directed traffic enforcement in a number of areas throughout the Village.  Unit goals are to increase safety on area roadways by educating the motoring public of unsafe driving practices and violations of traffic laws.  Violations such as speeding, speeding in school zones, failing to wear a seat belt, and disobeying red lights are usually the focus of these initiatives.  Again, the ultimate goal of the Skokie Police Department - Traffic Unit is to decrease the amount and frequency of traffic crashes and enhance public awareness regarding traffic safety issues in the Village of Skokie.  The Skokie Police Department encourages citizen comments.  Please include your name, telephone number, and address so that concerns, compliments, or information can be followed up.  Anonymous concerns, compliments, or information will also be investigated.  Citizens are encouraged to contact the following personnel either by letter, telephone (847)982-5900 or by email:
